After two evidentiary hearings and two years of delay, the Planning Board issued an opinion and order in which it found McClure responsible for four of the five asserted violations of the easement. It imposed a $102,000 civil penalty and mandated McClure take corrective actions. The trial court and the Court of Special Appeals affirmed.
