Least‑Conflict Solar Siting on the Columbia Plateau presents a collaborative, non‑regulatory mapping effort led by the WSU Energy Program to help identify where utility‑scale solar can be developed in eastern Washington with the fewest land‑use conflicts. The report integrates geospatial models for solar suitability, farmland, ranchland and conservation values to highlight areas where development can avoid high‑value habitats, productive agricultural lands and culturally significant Tribal areas. Hosted on the open‑access Data Basin Gateway, the maps provide transparency and a shared foundation for agencies, Tribes, communities and developers to guide siting discussions and reduce disputes.
