About This Legal Opinion

The District Court found ample evidence to uphold the NPS' decision to rely on the 1980 map as the official project boundary map. Next, the court rejected to the BRA's arguments based on ordinary estoppel or judicial estoppel, finding no bad faith on the part of NPS in changing its position.
