Additional research by the NPS found a 1980 map in its files, and a metes and bounds description of the project area, causing the NPS to reverse its decision and conclude that all of Long Wharf was included the LWCF project area and subject to the conversion restrictions. The BRA filed suit in federal court to challenge this determination.
