Pennsylvania Gov. Tom Wolf signed HB 2468 into law as Act 45 on June 24. The bill, which was only introduced a few weeks prior, establishes for conservation easements a crucial new safeguard: School districts, county and local governments, along with certain utilities, must convince the state orphan's court that there is no reasonable and prudent alternative before taking such land through eminent domain.
